Construction Machinery and Equipments in Sri Lanka
An engineer in Colombo pricing a cold milling machine or a backhoe loader usually opens with the question of which pre-export certificate is needed. For this equipment the answer is none, and it is worth saying so plainly before anything else.
The inspection scheme does not reach plant
The Compulsory Import Inspection Scheme is run by the Sri Lanka Standards Institution under Gazette 2064/34 of 29 March 2018, and goods in its categories 1 to 3 need a Pre-Export Certificate of Conformity. Its designated list runs to roughly 127 items made up of food, construction materials and consumer electricals. The construction entries are cement, steel bar and tiles — what a contractor builds with, not the plant that places it. From Chapter 84 only electric fans and regulators and LPG valve fittings and pressure regulators appear. Earth-moving and road machinery is absent, so no inspection agency has to be appointed on the Chinese side and no certificate is drawn before loading.
Deposits now depend on the buyer's Customs registration
Payment is where the position changed. Under Extraordinary Gazette 2493/39 of 18 June 2026, banks may process an advance import payment only after verifying the importer's Sri Lanka Customs registration, must allocate a unique transaction number to every import foreign-exchange payment, and must report the proforma invoice number to Customs. A buyer who is not yet registered cannot wire a deposit at all, whatever the contract says. The proforma invoice number has become a tracked field, so keep the numbering continuous through to the final commercial invoice.
Shipping a machine across several containers
Where an item travels in more than one box, Customs may classify goods presented disassembled or unassembled as the assembled article, provided the Director-General is satisfied with the reason given. State the reason in the packing list and let the broker carry it into the entry rather than leaving it to be argued at the terminal.
Port, supply and public buyers
Colombo is in practice the only container gateway, through Jaya Container Terminal, South Asia Gateway Terminals, Colombo International Container Terminals and West Container Terminal; Hambantota, Trincomalee and Galle take negligible box volume, and Colombo is working through an expansion programme of around two billion US dollars. The grid is 230 V at 50 Hz, matching a standard Chinese electrical build, and sockets are Type G only — a 2016 decision standardised on it and sale of non-compliant outlets was banned from August 2018. Public buyers work to the Procurement Guidelines and Manual 2024, gazetted in November 2024, with the Ministry of Finance administering and the National Procurement Commission overseeing. PROMISe at promise.lk carried 324 active procuring entities as at August 2026, but a full-function national platform is still being procured, so notices also appear in newspapers and on individual agency sites. Documentation is in English. Warranty, installation and training are matters for the supply contract, and neither spares nor after-sales service forms part of our scope.
