Supplying Saudi Arabia
Saudi Arabia is the one market in this catalogue where a machine is certified before entry rather than merely declared. The gate is SABER, and it issues two unlike documents. A Product Certificate of Conformity is taken out once against a product, by the Saudi importer, through a body notified by SASO. A Shipment Certificate of Conformity is then drawn against each consignment, and that is the one customs asks to see. Both live in the buyer's account rather than the factory's, so the buyer's registration needs to exist before a technical file is worth compiling. The platform is supervised by SASO, operated by Elm and tied to the FASAH single window.
Reading the regulation against a tariff code
The machinery rules arrive in layers, and the layer that applies decides how much evidence has to be produced:
- general requirements for machinery safety, Decision 132 of February 2024, reaching food and drink preparation, sorting, production, testing, finishing and industrial laundry machines, welding plant and engine-driven generating sets;
- Part 1, portable and hand-oriented machines, headings 8433 and 8467;
- Part 2, the mobile and heavy-duty families, earth-moving, drilling, agricultural and road-construction;
- Part 3, lifting, naming headings 8425 to 8428 and asking for certification under ISO/IEC 17067 Type 1a with a technical file holding a declaration of conformity and a risk assessment.
Where a code attracts no applicable regulation the buyer files a self-declaration instead, yet the per-consignment certificate is still owed at the frontier. Look each code up in SABER itself: the codes it holds are the controlling version, and printed annex lists trail behind.
A pairing that has to be printed on the plate
The supply is 230 V at 60 Hz, a combination found almost nowhere else. Low voltage was lifted from 127 V from 2010 to match the rest of the Peninsula, the frequency being left alone as too costly to change. Both figures belong on motor and compressor nameplates in so many words, since a reader will otherwise assume 50 Hz from a Chinese plate. Older buildings keep 127 V circuits; the current fitting is Type G.
Stamps and Arabic wording
Chinese paperwork for this destination now carries an apostille instead of an embassy stamp, China's accession having taken effect on 7 November 2023, from which date Chinese posts here stopped legalising. A checklist written before 2023 is an expensive habit. Arabic is compulsory for safety warnings and the manual, and origin must read exactly Made in or Manufactured in a named country.
Who may bid, and what duty now costs
Tender work carries a flat condition rather than a weighting: since 1 January 2024 a company chasing procurement listed on Etimad must hold a Regional Headquarters licence here, discharging genuine strategic and management functions with fifteen full-time employees in the first year, three of them at C-suite level. Volume business accordingly passes through a Saudi-licensed entity, and a supplier without a MISA licence registers temporarily with the Ministry of Commerce or appoints a Saudi agent. No central board exists; each body contracts on its own account, and GCC products attract up to a 10 per cent price preference. Duty rates were revised towards WTO ceilings from 27 November 2025, machinery among the sectors that moved, so landed cost wants recalculating on current ZATCA figures. Jeddah Islamic Port takes the most boxes and Dammam serves the Eastern Province, with Jubail and Yanbu for project cargo. Nothing here includes a parts holding or a maintenance organisation: commissioning, operator training and the reach of a warranty are fixed by the supply contract and nowhere else.
