Supplying Turkey
Membership of the Customs Union is what shapes the commercial arithmetic here. An A.TR movement certificate admits machinery of European origin with no duty at all, which means a quotation out of China is being set against a German or Italian machine arriving at zero. Goods of Chinese origin carry the Common Customs Tariff, and then the İlave Gümrük Vergisi on top of it — an extra levy imposed by origin on sources outside Turkey's free-trade network. Shipping via a European warehouse does not close the gap: an A.TR attests free circulation, not where the goods were made.
Minimum values under gözetim
Alongside the tariff, a surveillance regime fixes reference CIF unit values by heading. An invoice beneath the reference obliges the buyer to lodge the shortfall — among the commonest reasons a machinery invoice out of China is queried at valuation. Price in the knowledge that the reference exists, and expect it raised early.
The machinery regulation changes on 20 January 2027
Because the EU acquis applies to industrial products, CE marking is a real requirement here, not a sales point. Framework law 7223 sits above the sectoral rules, machinery is regulated by the industry ministry, and TSE acts as both standards body and notified body. A new Makine Emniyeti Yönetmeliği transposing EU Regulation 2023/1230 carries a gazette date of 16 October 2026, at Resmî Gazete 33402. Most of it takes effect, and the predecessor drawn from 2006/42 is repealed, on 20 January 2027: anything contracted now for 2027 delivery needs its technical file and conformity declaration built to 2023/1230.
TAREKS 2026/32 removed the exemption shortcut
Communiqué 2026/32, dated 31 December 2025, stands alone as an import-inspection measure covering machinery, and the fixed reference number that once saved an out-of-scope filing was withdrawn for 2026. An application is now owed against each tariff code in its annexes, even where no safety inspection follows. At physical inspection a representative's signature on the sampling report is mandatory; without it the application is thrown out. The filing belongs to the buyer, but it fails on seller documents that arrive late or disagree, so release final papers rather than drafts.
Tendering rewards 51 per cent domestic content
State purchasing is governed by Public Procurement Law 4734 and administered by the Kamu İhale Kurumu, with notices on EKAP at ekap.kik.gov.tr. A tender above the threshold cannot be reserved for domestic bidders, while one below it can be. Under article 63 a 15 per cent price advantage for domestic goods is compulsory where the item appears on the regulator's medium- and high-technology list, which covers much industrial plant. Eligibility rests on a Yerli Malı Belgesi, which a local chamber of commerce issues where domestic contribution reaches 51 per cent or better. For tender quantities that points to assembly inside the country rather than export of a finished unit.
Electrical fit, Turkish text, discharge points
Electrically there is nothing to change: single-phase 230 V and three-phase 400 V, both at 50 Hz, align with a standard Chinese build, and plugs are Type F and Type C. Language is the heavier obligation: the declaration goes in through BILGE in Turkish, and operating instructions, warnings and the conformity declaration must be in Turkish too. Industry around the Sea of Marmara is served by Ambarlı and the terminals on İzmit Bay at Kocaeli; Mersin covers the south, east and Iraq transit; Aliağa serves the Aegean; Tekirdağ, at Asyaport, is mainly transhipment. Spare parts, commissioning support and operator training can all be written into the supply contract.
