Agro Processing Equipments in Sri Lanka
Agricultural processing plant is outside the inspection scheme
Sri Lanka does operate a Compulsory Import Inspection Scheme, run by the Sri Lanka Standards Institution under Gazette 2064/34 of 29 March 2018, with items in Categories 1 to 3 requiring a Pre-Export Certificate of Conformity. It is a scheme worth understanding precisely, because the designated list of roughly 127 items does not reach this equipment. The list is built from food products, construction materials and consumer electricals. From Chapter 84 it takes only electric fans and their regulators together with LPG valve fittings and pressure regulators; from Chapter 85, batteries, MCBs, RCBOs and RCCBs, switches, 13 A plugs and sockets, lamps, cables, kettles and hot plates. Agricultural machinery and food processing equipment are not designated, and the construction entries are materials such as cement, steel bar and tiles rather than plant. An importer should still verify the current designation for the exact tariff line, but the absence of a pre-export certificate requirement is normal for this category and not a gap in the paperwork.
Duty alone will mislead the budget
What does bite is the tax stack, which cascades rather than resolving into a single rate. Customs Import Duty, EDB CESS, PAL, Excise, Surcharge, SSCL and VAT at 18 per cent — raised from 15 per cent on 1 January 2024 — apply in sequence, and VAT and SSCL are computed on CIF plus ten per cent of CIF plus duty plus CESS plus PAL plus excise plus surcharge. A tariff line attracting no duty at all can therefore still carry a substantial landed cost, and any internal approval built on the duty figure alone will understate what the equipment actually costs delivered. Ask the clearing agent to model the full stack against the specific heading before committing.
A mill that travels in more than one container
Rice processing equipment is frequently shipped in parts. Machinery presented disassembled or unassembled is classified as the assembled article where the Director-General of Customs is satisfied with the reason for splitting it, so the commercial documents should state plainly why the consignment is divided and show how the parts constitute one machine. Prepare that explanation before arrival rather than in response to a query.
Power, crop and public buyers
Electrically driven items run on 230 V at 50 Hz with Type G sockets only, following the 2016 standardisation decision; the diesel-engined thresher and corn sheller sidestep the question entirely. Presses are configured and quoted against the feedstock, coconut and cottonseed being set up differently, so name the material at enquiry. Government requirements follow the Procurement Guidelines and Manual 2024 under the Ministry of Finance, advertised on PROMISe but also still in newspapers and on individual agency sites. Warranty, installation and training depend on the supply contract, and spares and servicing are not offered.
