Agricultural Machinery and Equipment in Sri Lanka
Since 18 June 2026 a Sri Lankan buyer cannot wire a deposit until they are registered with Sri Lanka Customs. Extraordinary Gazette 2493/39 obliges banks to verify that registration before processing any advance import payment, to assign a unique transaction number to each import foreign-exchange payment, and to report the proforma invoice number to Customs. Two things follow for a seller. Ask early whether the buyer holds the registration, and keep invoice numbering identical from proforma through to final invoice, because that number is now a tracked item of data.
Farm machinery is outside the inspection scheme
An inspection regime does exist. The Compulsory Import Inspection Scheme is run by the Sri Lanka Standards Institution under Gazette 2064/34 of 29 March 2018, and goods in categories 1 to 3 need a Pre-Export Certificate of Conformity. The designated list of roughly 127 items covers food, construction materials and consumer electricals. From Chapter 84 it reaches only electric fans and regulators, LPG valve fittings and pressure regulators; from Chapter 85, batteries, MCBs, RCBOs and RCCBs, switches, 13 A plugs and sockets, lamps, cables, kettles and hot plates. The construction entries are materials — cement, steel bar, tiles — rather than plant. Tractors, threshers, destoners, grain cleaning machines and sprayers are not designated.
Duty alone understates the landed cost
Charges accumulate rather than resolving into a single rate:
- Customs Import Duty, EDB CESS, PAL, Excise and Surcharge
- SSCL
- VAT at 18 per cent, raised from 15 per cent on 1 January 2024
VAT and SSCL are worked out on a built-up base: CIF, plus ten per cent of CIF, plus duty, CESS, PAL, excise and surcharge. A tariff line that attracts no duty at all still carries weight, so quoting the duty figure on its own gives the buyer a misleading number.
Colombo, and Type G only
In practice containers move through the Port of Colombo — Jaya Container Terminal, South Asia Gateway Terminals, Colombo International Container Terminals and the West Container Terminal — with Hambantota, Trincomalee and Galle taking negligible box volume. Supply is 230 V at 50 Hz, and the plug is Type G alone: a 2016 government decision standardised on it and sale of non-compliant sockets was prohibited from August 2018, so the older Type D and Type M fittings should not be assumed.
Tenders and classification
Public buying follows the Procurement Guidelines and Manual 2024, gazetted that November, administered by the Ministry of Finance with the National Procurement Commission as oversight. PROMISe at promise.lk held 324 active procuring entities in August 2026, but a full-function national system is still being procured and much is still advertised in newspapers and on agency sites. One classification point matters when a machine ships across several containers: goods presented disassembled or unassembled are classified as the assembled article where the Director-General of Customs accepts the reason. English is the working language. We do not supply spare parts or after-sales service, and warranty, installation and training follow the supply contract.
