Army Equipment in Philippines
A foreign bidder in Philippine government procurement is an exception written into the rules. Rule VIII of the regulations implementing Republic Act 12009, the New Government Procurement Act 2024, allows foreign participation in goods procurement on four grounds: a treaty provides for it; reciprocity, evidenced by a certification from the supplier's own government that Filipinos may bid for the same item; the goods are not available from local suppliers; or participation is needed to prevent restraint of trade. The reciprocity route requires a document issued by the Chinese government, which takes lead time. For most lines here the workable ground is unavailability from local suppliers, which has to be documented rather than asserted.
Domestic preference applies on top
Section 79 of the same regulations also gives effect to the Tatak Pinoy Act: in covered sectors, contracts must be awarded to a domestic bidder for ten years, and an award goes to a domestic bidder whose bid is within 25% above the lowest foreign bid. A foreign price advantage of less than a quarter is not an advantage. A Philippine manufacturing partner is often the more realistic structure. Bidders must in any case hold a valid and updated PhilGEPS Certificate of Registration and Membership, since letting it lapse causes automatic suspension. Policy is set by the Government Procurement Policy Board and notices run through philgeps.gov.ph.
Firearms, and airsoft with them
Firearms, ammunition, accessories and parts need a non-automatic Import Permit from the Philippine National Police Firearms and Explosives Office under Republic Act 10591, and airsoft and air guns are caught too. Only persons, firms and institutions already holding a valid licence to deal in or manufacture firearms may apply. We supply no weapons and no ammunition of any kind.
Sixty hertz changes the build
Nominal supply is 230 V at 60 Hz, not the 50 Hz used in China. Anything with a motor, timer, contactor or transformer must be specified for 60 Hz, and a 50 Hz unit is not made suitable by changing the plug. Treat a Philippine order as a distinct 60 Hz build and confirm the frequency rating of every mains-powered line. Sockets are Type A and B with Type C also present.
Clearance before loading, not on arrival
Imports are classified freely importable, regulated, restricted or prohibited, and regulated commodities need clearance through TradeNet before shipment. Verify status with BOC-CARES or the DTI Bureau of Import Services before loading; cargo that arrives unclearable stays unclearable. A Bureau of Philippine Standards PS licence issued to a foreign manufacturer is expressly not accepted as import clearance: under Customs Memorandum Circular 15-2025 of 22 January 2025, covered goods are released only against an Import Commodity Clearance, a Certificate of Conditional Release or a Certificate of Exemption. Quote Manila International Container Terminal or South Harbor for Luzon, with Batangas and Subic the alternatives for heavy or project cargo. There is no parts programme and no service engineering offer; installation, training and warranty are determined by the contract documents.
