Food Processing Equipment Line Machines Plants in Philippines
The commonest error a Chinese manufacturer makes in the Philippines is to assume its own BPS PS licence clears the goods. It will not, and the rule saying so is in the border procedure.
Import Commodity Clearance and its boundaries
The Bureau of Philippine Standards, at the Department of Trade and Industry, issues the Import Commodity Clearance for products on the Mandatory Product Certification list. There is no pre-shipment verification scheme in China: the ICC is applied for per shipment, so no inspection agency is appointed at origin. Customs Memorandum Circular 15-2025 of 22 January 2025 states it: covered goods are released only against a BPS-issued ICC, a Certificate of Conditional Release or a Certificate of Exemption, and a PS licence issued to a foreign manufacturer is expressly not accepted as import clearance.
The list covers around 111 products in nine categories. Refrigerators and air conditioners are on it, with kitchen appliances, fans, circuit breakers, plugs, sockets and switches. Commercial and industrial food processing equipment is not, nor is industrial machinery generally: an on-line non-contact inkjet printer for a packaging line sits outside the list, while anything in consumer form, or any refrigeration unit, is caught.
Sixty hertz, not fifty
Nominal supply is 230 V at 60 Hz, unlike China. An induction motor rated for 50 Hz turns about twenty per cent faster on 60 Hz, which shifts throughput, gearing, pump and fan duty points and thermal rating. Drives, contactors, timers and transformers must all be chosen for 60 Hz. Quote a Philippine order as a distinct build, not a 50 Hz unit with a different plug. Sockets are Type A and Type B, so specify the termination rather than a plug type.
Clearance before loading, and origin
A regulated commodity needs clearance through TradeNet, the national single window, before shipment, not on arrival. Verify each heading with BOC-CARES or the DTI Bureau of Import Services before loading: cargo arriving without a clearance it needed cannot be entered. Chinese-origin goods claim ASEAN–China preferential rates on a correctly issued Form E; third-party invoicing, back-to-back certificates and the consignment rules are where claims fail.
Ports and government contracts
Manila dominates, with Batangas and Subic Bay the decongestion alternatives for heavy lift. On public contracts a foreign bidder is the exception. Rule VIII of the implementing rules of Republic Act 12009, the New Government Procurement Act replacing RA 9184, admits foreign bidders on four grounds only: a treaty so provides; reciprocity, certified by the supplier's own government; the goods are unavailable locally; or participation prevents a restraint of trade. Section 79 domestic preference under the Tatak Pinoy Act awards covered-sector contracts to a domestic bidder bidding within 25 per cent above the lowest foreign bid. Plan on the unavailability ground, documented, or bid through a Philippine manufacturing partner. Warranty, installation and training depend on how the supply contract is written; no spares holding or service arm exists on our side.
