Supplying Philippines
A Philippine order is a 60 Hz order. Nominal supply is 230 V at 60 Hz, which sets this market apart from most of Asia and from China. Run a winding built for 50 Hz on 60 Hz and it turns roughly a fifth faster: output moves, gearing no longer suits, pumps and fans sit at different duty points. Drives, contactors, timers and transformers all have to be bought to the higher figure, so the order is a build of its own and the frequency a term of the specification, not a 50 Hz unit with a different cord. Outlets are Type A and B with Type C also present, though plant of any size is hard-wired.
The clearance is per shipment, and it is not the factory's
The Bureau of Philippine Standards, at the Department of Trade and Industry, issues the Import Commodity Clearance for goods on the Mandatory Product Certification list. Customs Memorandum Circular 15-2025 of 22 January 2025 states the border position: covered goods come out only against that clearance, a Certificate of Conditional Release or a Certificate of Exemption, and a PS licence held by a foreign manufacturer is expressly not accepted as import clearance. The clearance is taken consignment by consignment, so no inspection agency in China can be appointed. Some 111 products in nine categories are listed, refrigerators, air conditioners and kitchen appliances among them, while industrial food processing equipment, construction plant and industrial and agricultural machinery are not.
Import status is settled before loading, not on arrival. Everything falls into one of four classes: freely importable, regulated, restricted or prohibited. A regulated commodity needs clearance through TradeNet, the single window, before shipment. Check status with BOC-CARES or the DTI Bureau of Import Services first, because a consignment that arrives unclearable stays unclearable.
Four doors into a government contract
Republic Act 12009, the New Government Procurement Act 2024, replaced RA 9184 of 2003, its implementing rules standing in a first edition since 30 March 2026. Rule VIII admits a foreign bidder for goods on four grounds only:
- a treaty covers the purchase;
- reciprocity, proved by a certificate from the bidder's own government that Filipino firms may compete for the same item;
- no local supplier can furnish the goods;
- entry is needed to stop a restraint of trade.
Section 79 then applies domestic preference under the Tatak Pinoy Act: in covered sectors an award goes to a domestic bidder for ten years, and to one priced within 25 per cent above the lowest foreign bid. A quarter is a wide margin to give away. The reciprocity door needs a document from the Chinese government, so the realistic plan is documented local unavailability or a partner manufacturing in the country. PhilGEPS at philgeps.gov.ph is the single portal, and a bidder must keep its Certificate of Registration and Membership updated, since a lapse brings automatic suspension.
Documents and berths
English is official in government and commerce, so no translation step arises, though a notarised Supplemental Declaration on Valuation forms part of the entry. Chinese-origin goods claim ASEAN-China preferential rates on a correctly issued Form E, where third-party invoicing and the consignment rules are the usual points of failure. Manila carries most of the trade, so containerised capital equipment for Luzon is quoted to the Manila International Container Terminal or South Harbor; Batangas and Subic Bay are the decongestion routes and often better for heavy lift. Spare-parts trading and maintenance contracts lie outside our scope: who installs the plant, who trains the staff and what a guarantee answers for depend on the wording of the order.
