Army Equipment in Nepal
The Electronic Cargo Tracking System lets a container cross India under seal and clear at the Nepal border, without being opened at the Indian port. It has run since February 2019 and was widened in early November 2025, when India's CBIC extended it to cover Kolkata, Haldia and Visakhapatnam to Birgunj by rail, and Batnaha and Jogbani to Biratnagar. For stores that are easy to pilfer — footwear, clothing, vests, hand-carried search equipment — that matters more than the transit days it saves. Ask for e-seal handling in the shipping instructions, because it is not automatic.
The sea leg ends at an Indian gateway
Cargo discharges at Kolkata, Haldia or Visakhapatnam — the last deeper and less congested — then moves in bond under the India-Nepal Treaty of Transit. The principal customs point is ICD Birgunj at Sirsiya, the only Nepali dry port with a rail link to the gateway ports. Biratnagar, which gained a Kolkata rail cargo service in July 2026, and Bhairahawa are the alternatives, open to all cargo since November 2025. Quote through to ICD Birgunj and name the gateway in the contract: Kolkata congestion against the extra distance to Visakhapatnam is a real trade-off.
Whether a foreign bid is possible at all
Section 15 of the Public Procurement Act 2063 (2007) lets a public entity invite international bids on four grounds: the goods are not available at a competitive price from more than one supplier inside Nepal; no bids were received in a national process; a donor agreement requires foreign sourcing; or the entity certifies the goods to be complex and special in nature. No monetary threshold is attached, so size does not settle it; for a quantity of uniforms or gumboots the first ground has to be established on the record. Where international bidding is used, the notice and every document must be in English. Bids are submitted through bolpatra.gov.np, under the PPMO.
Confirm the live payment ceiling
Third-country imports must be paid by letter of credit, advance payment or TT, and Nepal Rastra Bank caps draft and TT payments above a ceiling that forces an LC. That figure moves — rules were eased and ceilings raised again in October 2026 — so have the buyer's bank confirm the operative number in writing rather than working from last year's.
Nothing to certify before shipment
Nepal operates no pre-shipment or pre-export verification of conformity. NS product certification from the Nepal Bureau of Standards and Metrology is mandatory only for a short list — steel bar, cement, LPG cylinders — not this equipment. Nor is there an official plug standard: Type C predominates, then D and M, so mains items at 230 V and 50 Hz are better hard-wired than plugged. The customs declaration, the Pragyapan Patra, is completed in Nepali by the buyer's agent; the invoice and packing list are accepted in English.
Nothing is offered on the spares or servicing side; warranty cover, installation and any training are matters for the contract terms.
