Army Equipment in Ethiopia
An Ethiopian import is cleared inland, not at the coast. The sea leg discharges at Djibouti and containers then move to Modjo dry port, where customs formalities are completed. That two-stage structure is the main planning risk on an army equipment order. Documents must survive the corridor intact and still match the goods when they are examined at Modjo; the transit time is longer than any port-to-port quotation implies; and demurrage and detention clocks run against the whole movement rather than against the vessel alone. Agree the delivery term and the point at which risk passes with the inland leg explicitly in view, because a quotation that stops at Djibouti leaves the harder half of the journey unpriced.
A closed list, which makes the question answerable
Pre-export verification is carried out for the Ethiopian Conformity Assessment Enterprise against a closed list of tariff codes. That is an easier regime to work with than an open-ended one: the question is simply whether a given code appears on the current list, and it has a definite answer. Check each line of the order against the list in force at the time of shipment rather than relying on what applied to a previous order, and ask the buyer's agent to confirm the position for the codes you intend to declare.
Two languages on the file
English and Amharic are both in use. Commercial documents in English are accepted, but tender material and official correspondence may be issued in Amharic, and a technical specification that has been translated needs someone named as responsible for the translation. For a protective equipment tender this matters more than it sounds: a mistranslated attribute in a bid is a mispriced bid.
Public procurement
Public buying is administered by the Public Procurement and Property Authority, with electronic tendering at egp.ppa.gov.et.
Different sockets from the neighbours
Ethiopia runs at 230 V and 50 Hz but uses Type C and Type F outlets, not the British 13 A pattern found across much of eastern and southern Africa. Flood lighting, cameras, chargers and the detection equipment therefore need their plug pattern specified for Ethiopia rather than carried over from a Kenyan or Tanzanian order, and a hard-wired termination is often the cleaner answer for fixed installations.
Each line is quoted from its recorded attributes: dimensions, material, colour, features, weight, gender for sized clothing, wash care and packaging type. No ballistic rating is attached to the anti-riot armour, which is listed as stab and shock resistant; if a tender demands a stated protection level, send the wording and we will confirm whether it can be met. Parts and servicing are not supplied; installation, training and warranty obligations exist only where the contract creates them.
