Construction Machinery and Equipments in Ethiopia

In Ethiopia the tariff code decides the import route, and little else does. Conformity assessment here works from a closed list of HS headings, so the classification of each line on the packing list determines whether anything has to happen before the goods leave China.

Working from the closed list

ECAE verification is a pre-export exercise, carried out while the equipment is still on the Chinese side rather than after arrival. Because the scheme is closed-list, the first task on any enquiry is to fix the heading for each item and test it against that list. A 1.7 m³ wheel loader, a crawler cold planer and a wheeled asphalt cold planer need not fall the same way, and a consignment that mixes machines can mix regimes. Where a heading is listed, verification has to be arranged and completed before loading; where it is not, no pre-export certificate arises at all. Confirm the live scope for the exact headings at quotation rather than relying on last season's answer, and let the buyer's declarant own the classification.

Djibouti and the inland leg

Ethiopia has no coast. Sea freight is discharged at Djibouti and moves inland to Modjo dry port, where the customs entry is made. Two things follow for heavy plant. The quotation should state plainly whether it terminates at Djibouti or at Modjo, since the corridor leg is substantial and the buyer needs to know which side of it carries that cost. And operating weight with transport dimensions stops being a specification detail and becomes a routing constraint — give the figures from the machine's own data sheet so the forwarder can plan the road movement on real numbers.

Supply and site conditions

The grid is 230 V, 50 Hz, with Type C and Type F outlets, so no frequency change is required against a standard Chinese electrical build. A diesel-driven rotary drilling machine or backhoe loader is largely indifferent to this, but workshop supply and any grid-fed ancillary should still be quoted on 230 V 50 Hz and said to be so in writing.

Documents and public buyers

English is widely used commercially alongside Amharic as the official language; ask which the manual and the machine plates must carry before anything goes to print, because a plate is awkward to change after delivery. Procurement is administered by the Public Procurement and Property Authority with tendering through egp.ppa.gov.et, and registration there belongs to the bidder, so a Chinese manufacturer reaching a government road project normally does so alongside a locally registered partner. The fields buyers in this division compare across offers are driving type, operating weight, engine power, configuration, blade capacity and the standard to which the machine is built; quote them from the data sheet and leave a field blank rather than estimated where it is not measured. Warranty, installation and training are set by the supply contract, and spares and after-sales service are outside what we supply.
