Construction Machinery and Equipments in Brazil
A Brazilian order is a 60 Hz order: a different machine, not a different label, and the start of the specification.
Frequency changes the build
Low-voltage distribution is dual, 127 V in some regions and 220 V in others, with industry on 220/380 V and 440 V three-phase and Type N sockets to NBR 14136. Run a 50 Hz winding on 60 Hz and it turns roughly a fifth faster: fan and pump duty points move, bearing and gearbox life changes, compressor capacity and oil return alter. Conveyor drives, water pumps and auxiliary sets around a paving train should be selected at 60 Hz: diesel prime movers are unaffected, anything grid-fed is not.
NR-12 governs operation, not clearance
NR-12, from the Ministry of Labour, is not an import certificate and will not stop the crate at the border. It makes the machine unlawful to operate in a Brazilian workplace unless it complies: a documented risk assessment, guarding to the safety category that assessment calls for, a Portuguese operating manual and usually a report signed by a Brazilian engineer. CE marking is explicitly not accepted as equivalent; a European technical file will not substitute. Agree at quotation who prepares the assessment and who commissions that report.
Certification lands on components, not the machine
INMETRO works product by product, and a complete industrial machine is not a listed family; the exposure lies in the fitted parts — centrifugal pumps, serially produced pressure vessels, flexible cable. A three-phase induction motor between 0.12 and 370 kW must reach the minimum efficiency set by Portaria Interministerial 1/2017, even where it arrives already built into the machine. Certification is registered on the Brazilian importer's CNPJ, not the exporter's.
Licensing, duty relief and landed cost
A new machine generally needs no import licence. Second-hand plant is non-automatic: its LPCO filing in Portal Único Siscomex needs an examination of equivalent national production under Portaria SECEX 249/2023. Buyers often raise ex-tarifário: GECEX/CAMEX can zero-rate Import Duty on capital goods with no equivalent Brazilian production, and the petition needs a written declaration of technical characteristics from us — though a grant opens that NCM to every importer, competitors included.
Then the taxes compound — II, IPI, PIS and COFINS, state ICMS between 17 and 22 per cent worked into its own base, AFRMM at 8 per cent of the ocean freight, the Siscomex fee — so landed cost commonly reaches 1.5 to 1.6 times CIF. Because 2026 is a transition year for the dual VAT under EC 132/2023 and LC 214/2025, a Brazilian broker should run the NCM before any delivered figure is relied on. Santos handles most of the volume, with regional traffic through Paranaguá, Rio Grande and Itaguaí; public contracts are let under Lei 14.133/2021 on the PNCP. Installation, training and warranty terms are agreed in the contract of supply; we hold no spares or service operation in Brazil.
