Hand Tools and Machines in Brazil
Brazil runs at 60 Hz, and low-voltage supply is dual: 127 V in some states, 220 V in others, with 220/380 V and 440 V three-phase at 60 Hz in industry. For portable power tools that is the opening question, not a footnote. A motor wound for 50 Hz and fed at 60 Hz turns about twenty per cent faster, carrying the no-load speed of an angle grinder or an electric planer away from its rated figure and altering bearing and gearbox life. Quote Brazil as a 60 Hz build and confirm the destination state's nominal voltage. Plugs are Type N to NBR 14136.
Certification reaches the motor, not the machine
INMETRO certification is product-specific rather than blanket, and complete industrial machines are not a listed family. Components are what the lists capture:
- centrifugal pumps and serially produced pressure vessels
- flexible cable
- three-phase induction motors from 0.12 to 370 kW, which must meet the minimum efficiency of Portaria Interministerial 1/2017 — including one fitted inside an imported machine
Any radio module in the supply brings ANATEL homologation with it. Note where the paperwork lives: the INMETRO certificate is held against the Brazilian importer's CNPJ, not the exporter's, so it is not a document we can carry on a buyer's behalf.
NR-12 stops the work, not the container
NR-12, the Ministry of Labour machinery standard, is not an import certificate and will not detain a shipment at the frontier. It governs lawful operation in a Brazilian workplace: a risk assessment, guarding to the required safety category, a manual in Portuguese and usually a report from a Brazilian engineer. CE marking is expressly not treated as equivalent. Where a buyer needs that file, agree who prepares it.
Licensing and the real cost of arrival
New goods generally need no import licence; licences issue through LPCO in Portal Único Siscomex, which replaced the old LI module, while the DI gives way to the DUIMP through 2026. Used machinery is non-automatic, requiring an examination of equivalent national production under Portaria SECEX 249/2023. Taxes then compound — II, IPI, PIS, COFINS, state ICMS at 17 to 22 per cent calculated into its own base, AFRMM at 8 per cent on ocean freight, the Siscomex fee — commonly 1.5 to 1.6 times CIF on landing. With 2026 a dual-VAT test year under EC 132/2023 and LC 214/2025, no landed figure should go out without a local broker running the NCM.
Ports, tenders, range
Santos carries most of it, with Paranaguá, Itapoá, Navegantes, Itajaí, Rio Grande, Itaguaí, Suape and Manaus serving their regions. Tenders run under Lei 14.133/2021, which replaced Law 8.666/1993, on the PNCP at pncp.gov.br, with Compras.gov.br the federal platform; documents are in Portuguese. The division holds sixteen items, among them induction-hardened spanners, VDE pliers and impact socket sets, a 180 mm angle grinder, an electric drill and an electric planer. No spares business and no service network sit behind them; whether warranty, installation or training is included depends on the contract.
