Army Equipment in Nigeria
SONCAP is two documents, not one, and the sequence is what trips up first-time importers. A Product Certificate is issued against the product itself through the agents appointed by the Standards Organisation of Nigeria. The SONCAP Certificate is then issued for the particular shipment, and it has to be in hand before the goods leave the port of loading. An importer who places the order first and turns to certification when the container is being stuffed has already lost the time that certification takes.
Freeze the item list before certifying it
The practical discipline is to settle every line before the Product Certificate is applied for: boot pattern and material, garment fabric and colour, the specification of the anti-riot armour, which model of dual zone door frame metal detector, which flood light. Substituting an item afterwards does not just amend a document — it sends the exercise back to the product stage. Where a tender allows alternatives, choose between them before certification rather than keeping options open into production.
Four gateways to choose between
Container cargo arrives through Apapa, Tin Can Island, Lekki or Onne. That choice belongs in the contract rather than being left to whoever books the vessel, because the inland destination and the buyer's clearing arrangements usually decide which gateway makes sense. Nominate it in writing and keep the consignee details identical across the bill of lading, the invoice and the certification paperwork.
Say what the protective equipment is, and what it is not
A large share of Nigerian enquiries in this division ask for a bullet proof vest by name. The riot protection in this range is described as stab resistant and shock resistant. It is not offered against any ballistic standard, no protection level is published for it, and no such level will be quoted to win an order. If a tender document specifies a ballistic requirement, send the clause: the answer will either be that it can be supplied against that requirement or that it cannot, and a defence buyer is better served by the second answer than by an evasive one.
Federal tendering
Public procurement is overseen by the Bureau of Public Procurement, with the national portal at nocopo.bpp.gov.ng. Tender and trade documents are in English throughout.
Mains-powered lines should be specified for 230 V at 50 Hz with Type G outlets. Quoted attributes are limited to those actually held for each item: dimensions, material, colour, features, weight, gender for sized garments, wash care and packaging type. Replacement parts and servicing fall outside what we do; the contract is where warranty, installation and training are settled.
