Army Equipment in Zimbabwe
Whether a Zimbabwean consignment needs a certificate of conformity is decided by its tariff heading. The CBCA programme is scheduled by tariff code, which means the classification exercise comes before the certification exercise, and a mixed army equipment order straddles several chapters: clothing of different constructions, footwear of different materials, moulded protective articles, lighting equipment and detection equipment do not sit together. Settle the heading for every line on the packing list, establish which of those headings are scheduled, and obtain the pre-export certificate for those lines in the country of supply before anything moves.
Classification is a commercial decision too
The same exercise sets the duty the buyer pays, so it is worth doing once and properly rather than twice. Give the buyer the tariff code you intend to declare for each line, in writing, and let their clearing agent confirm it against the schedule. Disagreement discovered at that stage costs an email. Disagreement discovered at the border costs storage.
Two corridors, and the choice is not automatic
Zimbabwe is landlocked. Beira is the usual gateway, reached over the Beira Corridor, and Durban is the established alternative on a longer inland route. Neither is automatically right. The corridor decision depends on the inland destination, on the buyer's own clearing arrangements and on their appetite for a longer road leg against a different congestion profile, so put the question to the buyer rather than answering it for them, and record the chosen route and the transfer point in the contract. Transit through a third country also means the documentation has to survive more than one customs jurisdiction intact.
Tendering through PRAZ
The Procurement Regulatory Authority of Zimbabwe regulates public buying, with electronic tendering at egp.praz.org.zw. Documents are in English on both the tender and the commercial side.
Powered items
Supply is 230 V at 50 Hz on Type G sockets. Flood lighting, cameras and the door frame metal detector should be specified accordingly, with the plug pattern or hard-wired termination stated on the order.
What is quoted for each line is what is recorded for it: dimensions, material, colour, listed features, weight, gender where a garment is sized, wash care and packaging type. The riot armour is described as stab resistant and shock resistant and has no published ballistic class, so any protection standard in a tender has to be quoted to us from the document itself. Spares and repair work are not offered; the contract governs warranty, installation and training.
