Army Equipment in Uganda
Uganda works on a pre-export certificate of conformity issued under the PVoC programme for the Uganda National Bureau of Standards, and the certificate is obtained in the country of supply before the goods sail. The part that catches exporters is the exemption. An exemption is not something a shipper declares for itself: UNBS issues a letter, and that letter is what the clearing agent presents. If a buyer says a consignment is exempt, ask to see the letter before the booking is made.
Mixed containers and the description on the invoice
A single army equipment order will often hold several unrelated classes of goods — clothing, footwear, moulded protective equipment, a lighting unit, a detection unit — and verification is done against what is in the box rather than against a one-line summary on the invoice. Describing a container as general police stores invites a query at verification and again at the border. Build the packing list line by line, with the same wording carried through to the invoice and the certificate application, and settle the item list before the certificate is applied for rather than during production.
Inland on the Northern Corridor
Uganda is landlocked and its sea cargo discharges at Mombasa, then moves up the Northern Corridor. Two consequences matter commercially. The journey includes a customs frontier after the port, so documentation has to stay matched across two jurisdictions for the whole movement, and transit time is materially longer than a quotation to the port implies. Agree where risk and cost transfer with that in mind, and treat demurrage and detention exposure as running against the inland leg too, not only against the vessel.
Specify for 240 V
Ugandan supply is 240 V nominal, higher than the 230 V figure quoted for much of the region, at 50 Hz on Type G outlets. A flood light, charger or camera power supply built to a 230 V nameplate is not automatically wrong, but the tolerance band has to be checked rather than assumed, and the socket pattern confirmed on the order.
Public buying
Procurement is regulated by the Public Procurement and Disposal of Public Assets Authority, with notices and submissions handled through egpuganda.go.ug. English is the working language for tender and trade documents, which removes the translation step that applies in several neighbouring markets.
Each item is quoted on the fields that are actually recorded for it: dimensions, material, colour, listed features, weight, gender where clothing is sized, wash care and packaging type. Protection claims are stated only as they appear in the product description — the anti-riot armour is listed as stab resistant and shock resistant, and nothing further should be inferred from that. There is no spare-parts supply and no field service arm; installation, training and warranty follow whatever the purchase agreement records.
