Food Processing Equipment Line Machines Plants in Turkey
A Turkish buyer comparing a Chinese coding and packaging line against a German or Italian one is not comparing like with like, because the Customs Union alters the arithmetic before any discount.
The duty asymmetry
EU-origin machinery enters free of duty on an A.TR movement certificate, so the alternative on the buyer's desk is a zero-duty European machine. Chinese origin pays the Common Customs Tariff plus Turkey's İlave Gümrük Vergisi, the additional customs duty applied by origin to sources without a free trade agreement. An A.TR certifies free circulation, not origin, so routing a machine through an EU warehouse does not convert it. Turkey also runs a gözetim surveillance regime fixing minimum CIF unit values; where a declared value falls below the reference, the importer must post the difference — a routine reason Chinese machinery invoices are challenged. Set the comparison out on that basis, not on FOB alone.
CE marking, and the change on 20 January 2027
Turkey operates the EU acquis for industrial products, so CE marking is required; the Ministry of Industry and Technology regulates machinery under law 7223, with TSE as standards body and notified body. The Makine Emniyeti Yönetmeliği transposing EU Regulation 2023/1230 was published in Resmî Gazete 33402 on 16 October 2026, and most of its provisions, with the repeal of the old 2006/42 regulation, apply from 20 January 2027. A machine shipped for 2027 delivery therefore needs its technical file and Declaration of Conformity built to 2023/1230, not the outgoing text. Instructions, warnings and the declaration must be in Turkish, and the customs entry is filed in Turkish through BİLGE.
TAREKS applications
Communiqué 2026/32 of 31 December 2025 is a standalone import-inspection instrument for machinery, and the fixed out-of-scope reference number was abolished for 2026: every heading in its annexes now needs a TAREKS application even where no safety inspection follows. At physical inspection a representative must sign the sampling report, or the application is rejected outright.
Supply, ports and government work
Supply is 230 V single-phase and 400 V three-phase at 50 Hz, directly compatible with a standard Chinese build: no frequency-driven reselection of motors, drives or controls. Marmara industry is served through Ambarlı and the Kocaeli/İzmit Bay terminals, Mersin the south, east and Iraq transit, and Aliaga the Aegean. Public buyers work under Public Procurement Law 4734 through EKAP. Article 63 makes a 15 per cent domestic price advantage mandatory for goods on the authority's medium- and high-technology list, which captures much industrial machinery; the instrument is the Yerli Malı Belgesi from the chamber of commerce, needing 51 per cent domestic contribution. Above-threshold tenders cannot be closed to foreign bidders; below-threshold tenders can. Installation, operator training and warranty cover are whatever the supply contract provides for; spare parts and after-sales service are not supplied.
