Hand Tools and Machines in Turkey
Turkey's Makine Emniyeti Yönetmeliği, transposing EU Regulation 2023/1230, appeared in Resmî Gazete issue 33402 on 16 October 2026. Most provisions take effect on 20 January 2027, when the earlier regulation based on 2006/42/EC is repealed. Anything quoted now for 2027 delivery needs a technical file and Declaration of Conformity built to 2023/1230, not to the directive it replaces. Turkey sits inside the EU Customs Union and applies the EU acquis to industrial products, so CE marking is required: the Ministry of Industry and Technology regulates machinery, TSE is both standards body and notified body, and framework law 7223 sits above.
Every listed code now needs a TAREKS application
TAREKS Communiqué 2026/32, published 31 December 2025, is a standalone import-inspection communiqué for machinery, and it withdrew the fixed out-of-scope reference number for 2026. The consequence is procedural: each HS code in the annexes now needs an application, even on lines where no safety inspection follows. Where physical inspection takes place, a representative must sign the sampling report, or the application is rejected outright. The filing is the importer's, but late or inconsistent seller documents defeat it, so send final papers.
Duty is where Chinese origin loses ground
Machinery of EU origin enters duty-free on an A.TR, so an offer from China is weighed against a zero-duty German or Italian alternative. Chinese origin attracts the Common Customs Tariff plus the İlave Gümrük Vergisi, an additional duty applied by origin to non-FTA sources. A surveillance regime, gözetim, sets minimum CIF unit values; an invoice below the reference obliges the importer to post the difference — a routine reason Chinese machinery invoices are queried. Routing through an EU warehouse does not cure this: an A.TR certifies free circulation, not origin.
Tenders reward local content
Public tendering runs under Public Procurement Law 4734, administered by the Kamu İhale Kurumu through EKAP at ekap.kik.gov.tr; tenders above the threshold may not be confined to domestic bidders. Article 63 makes a 15 per cent domestic price advantage mandatory for goods on the Authority's medium- and high-technology list, a band into which much industrial machinery falls. The instrument is the Yerli Malı Belgesi, issued by the local chamber of commerce against domestic contribution of 51 per cent or more, so local assembly to that level beats direct export from China.
Electrical fit, language and ports
Mains supply is 230 V at 50 Hz, 400 V three-phase in industry, matching a standard Chinese 50 Hz build directly; plugs are Type F Schuko and Type C. Language is the harder fit: the declaration goes through BILGE in Turkish, and instructions, warnings and the Declaration of Conformity must be in Turkish. Ambarlı and the Kocaeli terminals serve Marmara industry, Mersin the south, east and Iraq transit, and Aliağa the Aegean. Sixteen lines sit in this division, from induction-hardened spanners and VDE pliers sets to a 180 mm angle grinder and an electric planer. We hold no spares programme and no after-sales service; installation, training and warranty follow the supply contract.
